The Police Chief shall have authority to revoke a parade permit if he or she finds that the standards for issuance set forth in this article will not, or probably will not, be met notwithstanding the exercise of reasonable diligence on the part of the Police Department. The Police Chief, on the date of revocation of a permit, shall mail or deliver to the permittee a notice in writing of the revocation, stating the reason therefor.
