It shall be unlawful for any person to cause or permit any advertising vehicle owned by him or her or under his or her control to be operated, placed, or remain in any street or alley in the city. Provided, business notices may be placed upon ordinary business vehicles so long as such business vehicles are engaged in the usual business or regular work of the owner or person in control thereof, and are not used merely or primarily for advertisement.
