When the area between the lot line and curb line has been improved and cultivated with grass, shrubbery, or flowers, it shall be unlawful for any person to drive or ride any vehicle upon the same, or in any manner to injure or deface such lawn, shrubbery, or flowers; and it shall be unlawful for any person in any manner to injure or deface any retaining wall thereon.
