The police shall notice all obstructions to streets or sidewalks within their respective beats, and, shall forthwith notify the person, firm, or corporation causing such obstruction to comply at once with the provisions of this chapter relating thereto. If such person, firm, or corporation shall refuse or neglect to comply with such provisions for a period of 24 hours after such notice is given, the police officer report the matter to the City Attorney or one of his or her deputies.
