All land disturbance activities require a stormwater permit issued by the city. A written application for a permit from the owner of the site, or any other authorized representative designated by the owner who has day-to-day operational control and/or the ability to modify project plans with specifications related to the SWPPP, in the form prescribed by § 24-3-9 of this article, shall be required for each permit. The fees for said permit shall be as provided in Chapter 6, Article 6 of this code. Plans and specifications shall be prepared or approved by a qualified person, such as a civil engineer, surveyor, architect, or landscape architect.
