No connections with a water main shall be made without a permit being issued and twenty four (24) hours' notice having been given to the Superintendent of Public Works. All such connections shall be made and all such work done at the expense of the applicant, who shall also furnish materials necessary for such work; all such connections shall be made under the supervision of the Superintendent and no connections shall be covered until the work has been inspected by him and the building inspector. Applications for such connections must be made to the City Clerk, and the appropriate permit obtained for each connection. If an application for connection is to provide water service to property outside the corporate limits of the City, then such connection shall not be made until such time that the owners of such property consent in writing to the annexation thereof by the City pursuant to Kansas Statutes Annotated 12-519 et seq.
