Application to connect or utilize the city sewage collection and disposal system shall be on such form as is on file in the city office. If an application for connection is to property outside the corporate limits of the city, then such connection shall not be made until such time that the owners of such property consent in writing to the annexation thereof by the city pursuant to Kansas Statutes Annotated 12-519 et seq.
