The franchisee is required to maintain comprehensive liability insurance for injury or death to a person or persons caused by the operations of the franchisee and property damage insurance for any property damage caused by the operations of the franchisee.

The franchisee is required to maintain complete sets of plans, records, and maps showing the location of the cable system, copies of all petitions, applications, communications, and reports submitted by the franchisee to the Federal Communications Commission and various financial records.

This chapter contains a notice and hearing provision in the event of a violation of this chapter or franchise agreement permitting the City Board to order the cure of any violation or breach and with an ultimate penalty of revocation of the franchise.

The franchisee shall not deny service, deny access, or otherwise discriminate against subscribers, channel users, or general citizens on the basis of race, color, religion, disability, national origin, age, gender, or sexual preference. The franchisee is required to take reasonable steps to prevent the invasion of subscribers’ or general citizens’ right of privacy or other personal rights through the use of the system.
