§ 113.01 APPLICATION.
   This chapter applies to all cable television franchises operating and maintaining cable television systems within the city.

§ 113.02 PURPOSE.
   The purpose of this chapter is to provide for and specify the means to obtain the best possible cable television service to the public.

§ 113.03 FRANCHISE REQUIRED.
   This chapter requires that no person, other than the city, may construct, install, or operate a cable television system in the city without the granting of a franchise. A franchise, once granted, shall not be transferable without the consent of the City Board. In the event of a sale of the cable system by a franchisee, the city shall have the right of first refusal to purchase the cable system.
