8-4-15: WATER SERVICE LINES:
   (A)   Connection With Water Main; New Service: For the purpose of this chapter, "service connection" is the opening, including fittings and appurtenances, at the water main through which water is supplied to the user and "water main" means any pipe for the purpose of distributing potable water which serves or is accessible to more than one property, dwelling, or rental unit and is exterior to buildings.
All water service connections will be connected to a water main.
No water service connection shall be made to another water service connection in the water distribution system.
Only the water department will make the necessary service connection to the water main. The property owner or authorized agent shall file with the water department an application for a water service tap. The owner will be billed for the services outlined in schedule 9, section 8-4-23 of this chapter. (Ord. 1789, 4-12-2005)
The city public works department may provide the labor, equipment and perform site restoration costs to install water service from the city water main to the water curb stop, on the following terms and conditions: 1) prior to the commencement of work on the installation of such water service, the property owner submitted to the director of public works a written application to the city for such labor, equipment and site restoration on a form approved by the director of public works; 2) prior to the commencement of such work, the application was approved by the director of public works; and 3) the property owner has paid the cost of all material used in extending service from the water main to the curb stop. The application shall include a complete waiver of claims and hold harmless agreement made by the property owner in favor of the city for all claims that may arise in the course of the provision of services hereunder. The property owner will be responsible for all costs to install the water service from the curb stop to the dwelling. No reimbursement or services shall be authorized pursuant to this section for any work in connection with a new subdivision, or the alteration, repair, enlargement, conversion or replacement of an existing building.    (B)   Pipes, Fittings And Valves: The owner shall be responsible for and bear the entire cost for installing (except as provided in subsection (A) of this section) the service pipe from the water main into the premises. The owner shall install a stop and waste valve in an easily accessible place near the wall where the service pipe enters the building. (Ord. 1789, 4-12-2005)
The owner shall be responsible for and bear the entire cost for installing (except as provided in subsection (A) of this section) a curb stop valve and a curb box in the service pipe. The curb stop valve and curb box shall be located within the street right of way and be easily accessible and protected from any damage. Whenever possible, the curb stop valve and curb box shall be located approximately six feet (6') from the property line. The type of curb stop valve and curb stop box shall be approved by the water superintendent or may be purchased from the water department. The owner shall be responsible for the maintenance of the curb stop valve and the curb box as provided in section 8-4-5 of this chapter. (1977 Code; amd. Ord. 1789, 4-12-2005)
The owner may request the water department to install the service line from the water main to the curb box by written application on a form supplied by the water department. The owner shall be billed for the work performed as provided in schedule 9, section 8-4-23 of this chapter.
All service pipes shall be installed in accordance with the current Illinois plumbing code.
   (C)   Replacing And Repairing Water Services: When a leak or break occurs on a water service anywhere between the water main and the curb box, the property owner is responsible for repair or replacement from the curb box to the premises at his expense. The water department will repair or replace any faulty water service line located on city right of way between the water main and curb stop and box. The charge for this work shall be as outlined in section 8-4-23, schedule 10, of this chapter. The property owner will be given thirty (30) days to pay or sign an agreement for time payment with the water department. Any time the party fails to make payment, the water service will be discontinued until the bill is paid in full, plus a turn on fee per section 8-4-2 of this chapter.
Prior to a street improvement program where the street is to be improved with either a Portland cement concrete surface or a bituminous concrete surface, all water services which are not type K copper shall be replaced by the water department. Water services will also be extended to all vacant lots upon request by the property owner at a cost as reflected in section 8-4-23 of this chapter for new service. The total cost of this work will be paid by the owner in accordance with section 8-4-23, schedule 9, of this chapter.
Whenever the water department temporarily repairs a water service line between the water main and the curb stop valve and curb box, no charges shall be submitted to the property owner.
The superintendent shall notify the property owner or customer of any water leak in the water service line between the curb box and the water meter and shall give the property owner or customer written notice to repair the water leak within fifteen (15) days. If the water leak is not repaired within the allotted time, the superintendent shall bill the property owner for water wasted at the rate of thirty six thousand (36,000) gallons per day (amount of water that will flow through 1/8 inch hole at 40 pounds of pressure) from the date of the notice to repair the water leak. The water wasted shall be paid for at the regular water rates then in effect. (1977 Code)
   (D)   Restricted Use Of System: No person shall connect to the public water supply without complying with the Illinois state plumbing code, existing laws and rules, and the provisions of this code of the city of Savanna.
   (E)   Inspection: The water department of the city or any representative thereof shall have the authority to inspect any premises to determine the presence of an improper connection and to order the elimination of such cross connection.
   (F)   Discontinuance Of Water Service: The water department is hereby authorized to discontinue water service after a reasonable notice to any person owning any property where an improper water connection exists in violation of this code.
   (G)   Precautionary Measures: The water department may take such other precautionary measures as necessary to eliminate any danger of the contamination of the Savanna water supply system.
   (H)   Council To Make Rules And Regulations: The city council is hereby authorized to make such rules and regulations consistent with this chapter and approved by the council for connections to the waterworks, specifying the types and sizes of pipes and all other appurtenances and extensions thereto and amending the same from time to time as may be deemed necessary. All service pipes and connections to the waterworks system shall comply with said specifications and rules. Any person not complying with the specifications and rules for connections to the waterworks system shall be subject to the penalty as hereinafter provided. (Ord. 1789, 4-12-2005)
