(a) The functions of the Records Commission shall be to review municipal records which shall be submitted by municipal officers and shall be designated "disposal lists". The "disposal lists" shall contain those records which have been microfilmed or preserved in some other manner, or no longer have an administrative, legal or fiscal value to the City or its residents.
(b) A copy of the disposal lists shall be sent to the Bureau of Inspection and Supervision of Public Offices of the Auditor of the State. If the Bureau disapproves of the action by the Commission, in whole or in part, it shall so inform the Commission within a period a sixty days. Before the records are otherwise disposed of, the Ohio Historical Society shall be informed and given the opportunity for a period of sixty days after submission of the disposal lists to it, to select for its custody or disposal such records as it may deem to be of continuing historical value.
