The Records Commission shall be composed of the Mayor, who shall act as Chairman and three other municipal officers or citizens named by the Mayor. The Commission shall appoint a secretary who may or may not be a member of the Commission, and shall serve at the pleasure of the Commission. The Commission may employ an archivist and such other agents and employees as the Commission deems necessary and proper.
