(a)   The Police Department shall from time to time as they may deem necessary or convenient, but not less than once a year at the time of renewal or new application, cause to be made an inspection of all licensed taxicabs and/or transit vehicles. The Police Department shall use form SPD-TT-1 (Exhibit A) or a revised version as they may deem necessary. In addition to form SPD-TT-1, the Police Department shall inspect for, but not limited to, those items found in Section 733.07 Identification.
   (b)   If any taxicab and/or transit vehicle is found unsafe or unfit for the transportation of public passengers, or in an unclean or unsanitary condition, the Police Department shall give notice to the license holder and it shall be unlawful to operate such taxicab and/or transit vehicle until it has been put in safe and fit condition and reinspected and approved for use in such service.
