729.05 EXCEPTIONS.
   The following exceptions from Section 729.03 shall be permitted:
   (a)    Persons/organizations who comply with Section 729.02 (f)(1)(2)
         (1)   The provisions of this Section shall not apply to the incidental solicitation and sale of merchandise by religious or charitable organizations provided that such solicitation and sales are made by bona fide members or such religious or charitable organizations. The burden of proof of exempt status under this section shall be upon the person claiming such exempt status.
      (2)   Persons or businesses for profit, hired by religious or charitable organizations shall not be exempt from the provisions of this chapter.
      (3)   Persons exempt under Section 729.05 (a) shall provide a copy of said proof of exempt status and register the name and address of each person soliciting and the date(s) the solicitation shall take place. In no case shall the registration certificate for said solicitation be longer than thirty (30) days. The City of Salem shall provide an identification card for each solicitor.
   
   (b)    Soliciting, peddling or canvassing under the age of eighteen (18) years old for the purpose of school, church, scouting, or other youth related programs. Persons soliciting only the purchase of or subscription for newspapers having their principal sale or distribution in this municipality or the county. Persons under the age of eighteen (18) years old shall not be used as solicitors, peddlers or canvassers by, for profit business, in order to circumvent the requirements of this chapter.
