A parcel of land upon which any building(s) is being constructed, converted or reconstructed in multifamily districts consisting of three (3) or more units, all commercial and all manufacturing districts, provisions shall be made for the storage of garbage or rubbish. Such garbage receptacles or containers shall be within a permanent solid enclosure consisting of at least three walls with a minimum of six (6) feet in height.
