Every contractor, developer, architect, engineer, construction agent or property owner intending to erect, convert or reconstruct any building(s) or structure(s) within the City, as described in Section 1198.07, shall submit a copy of a buffering plan at the time a zoning permit is requested. A zoning permit shall not be issued until the buffering plan is approved.
