(a) No permit shall be issued by the Zoning Department or through otherwise established procedures for the alteration, demolition, removal or construction of any property or site within a preservation district or for any landmark, except in cases coming under Section 1149.11 of this chapter, unless the application for such permit is approved by the Review Board through the issuance of a certificate of appropriateness in the manner prescribed herein.
(b) No sign permit shall be issued for any sign to be erected or placed within a preservation district or for any sign to be attached to or erected upon any landmark unless a certificate of appropriateness has been issued for that sign in the manner prescribed herein.
(c) No zoning permit shall be issued for a project under the Central Business District Facade Improvement Program until a Certificate of Appropriateness has been issued by the Design Review Board.
