(a) Within sixty days of their appointment to the Review Board, the members shall meet and organize elections of a chairperson and secretary. The Review Board shall adopt its own rules of procedure including sections addressing conflict of interest and yearly continuing education for each Board member. These rules shall also provide for regular and special meetings to accomplish the purposes of this chapter. The rules and procedures of the Review Board shall be made public. The meetings shall be not less than four per year held at regular intervals and held in a public place in accordance with the requirements of the Ohio Certified Local Government program.
(b) A quorum shall consist of four members, but a lesser number may conduct public hearings or meetings at which the principal purpose is collection of information, provided that no action binding up the Review Board shall be taken at such hearings or meetings. Decisions of the Board shall be made by a majority vote of those appointed members of the Board. Minutes of all meetings shall be taken. All meetings and records of the Board shall be public. A written annual report shall address at a minimum the Board's activities, cases, decisions, special projects and qualification of the members and shall be kept on file and available for public inspection.
(c) The Housing, Planning and Zoning Officer shall be assigned to perform administrative functions for the Review Board.
(d) Copies of all rules, procedures, minutes and other official documents of the Review Board shall be maintained by the Housing, Planning and Zoning Office.
