In the event the owner or occupant fails to pay the cost incurred in the cutting of weeds or grass as provided for in Section 909.03 within five days after being notified of such cost by the Zoning Officer/Agent, it becomes necessary to certify the expenses incurred by the City to the Auditor of Columbiana County and to place them in the counter book of the Auditor of Columbiana County as a special assessment on the property. If not paid by September 1st, the mowing cost will be certified to the County Auditor’s Office as a special assessment and an additional $20.00 filing fee shall be assessed to defray the cost of certification.
