The Zoning Officer/Agent shall notify in writing any property owner on whose property weeds or grass have grown to a height in excess of eight inches that he is required to cut such weeds or grass. If such property owner refuses or fails to cut such weeds or grass within five days after receiving such notice, then the Zoning Officer/Agent shall cause the weeds or grass to be cut. The owner of such property shall thereupon be indebted for the expense incurred a $100.00 service charge and whatever the contract mowing company charges the City to mow, trim and clean up clippings. After the initial mowing, the City will continue to maintain property as needed and owner will be invoiced each time, and shall pay the cost thereof within five days after being notified of such costs by the Zoning Officer/Agent.
