(a) Each trash and refuse hauler licensed by the City under the provisions of this chapter, must certify at the time of application for licensing, as a prerequisite for such licensing, that the hauler offers a program of curbside recycling to customers in Salem.
(b) Haulers licensed at the time of passage of this section shall provide such certification within six months of the passage of this section, or upon renewal of their license, whichever is earlier.
