In the case of a three or more family dwelling or a rooming house capable of accommodating three or more roomers, the owner of the property shall be responsible for the proper storage and disposal of garbage and refuse in accordance with this chapter. In the case of condominium associations or three or more units, the condominium association shall be responsible for the proper storage and disposal of garbage and refuse in accordance with this chapter.
