Vehicles of private garbage, trash and refuse haulers conveying garbage, trash and refuse from residences or from business, commercial or industrial enterprises, shall convey such substances in covered trucks or vehicles so constructed as to prevent the leakage and scattering of the contents thereof. Vehicles shall be clearly marked to identify the party licensed under this chapter. This section applies to all vehicles with the exception of satellite trucks.
