No family or person requiring the removal of garbage and refuse shall permit the same to accumulate upon the premises except in covered containers approved by the Housing, Planning and Zoning Officer. These shall be rust-resistant, watertight, nonabsorbent and easily washable containers which are covered with tightly fitting lids and have a handle or handles. Drums larger than ninety gallons are not permissible for garbage storage. Plastic refuse bags properly secured are also permissible. No garbage, refuse and debris may be placed on the curbside for pickup longer than twenty-four hours.
