General Provisions and Definitions
The council finds and declares that it is necessary, essential, a public purpose and a municipal affair for the city to be authorized to provide financing to nonprofit public benefit corporation that provide educational, cultural, charitable or healthcare services to residents of the city. It is not the intent of the council in enacting this chapter that the issuance of revenue bonds by the city supplant other sources of tax-exempt debt financing available to nonprofit public benefit corporations, such as the several financing authorities of the state of California.
