The committee shall elect a chairman and vice chairman from its members, to serve one year terms each. The committee members shall not be entitled to compensation from the committee or the city for service on the committee; provided, however, that reimbursements can be paid to committee members for expenses incurred on behalf of the committee if said expenses are authorized by the city council.
