For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DIRECTOR, DIRECTOR OF RECREATION, CITY DIRECTOR or CITY DIRECTOR OF RECREATION. The Village Clerk, unless otherwise designated by the Village Council.
PARK. Any public park, beach, recreational area, playground area, building, or facility thereon within the village, which is owned, or maintained, by the village, whether entirely or partially in conjunction with any other municipal unit of government, school authority, or private owner, whether or not that area has been formally dedicated to that purpose.

(A) The Director of Recreation shall have the power to make additional rules and regulations pertaining to the conduct and use of the parks and playgrounds as are necessary to administer the parks and playgrounds and protect public property and in the interest of the safety, health, morals, and welfare of the public.
(B) These rules and regulations shall be effective for a period not to exceed 30 days without the approval of the Village Council.

(A) Except as set forth herein, no person shall occupy, use, loiter in, or trespass in, or upon, any of the parks located within the village, as set forth above, between the hours of 10:00 p.m. and 6:00 a.m. daily without the written consent of the Director of Recreation.
(B) No person shall occupy, use, loiter in, or trespass in, or upon, the park adjacent to the Village Hall between 10:00 p.m. and 6:00 a.m.
(C) No person shall occupy, use, loiter in, or trespass in, or upon, Czarny Park at, or near, Grant and Louis Streets between 11:00 p.m. and 6:00 a.m.
(D) During those periods as any adjoining streets and/or roads shall be closed by the order of the village’s Police Chief, Village Clerk, or Fire District, the streets shall be included as part of the park and all of the park regulations adopted shall be applicable to those areas. This division deals specifically with such situations as festivals, events, or other activities which are prescheduled, and includes activities for which street closings are made necessary.

Any person found violating any section of this chapter shall either be arrested or ejected from the park, or have his or her permit and park privileges confiscated for a period to be determined by the Director of Recreation, and/or shall be guilty of a misdemeanor punishable by a fine of not more than $500, or imprisonment for a period of not more than 90 days, or both such fine and imprisonment, in the discretion of the court.
