107.01 PURCHASE, EXCHANGE AND SALE OF PROPERTY.
   (a)   Council shall, by ordinance or resolution, authorize the purchase, acquisition, sale, disposition, barter or exchange of any real property or interest therein, on such terms and conditions as Council deems appropriate, whether the value of such real property or interest therein is less than, more than or equal to ten thousand dollars ($10,000).
   (b)   Council shall, by ordinance or resolution, authorize the sale, barter, exchange or other disposition of personal property owned by the City, on such terms or conditions as Council deems appropriate, whether the value of such personal property is less than, more than, or equal to ten thousand dollars ($10,000).
   (c)   The administration is authorized to acquire personal property and personal or professional services on behalf of the City and enter into other contracts in accordance with Section 113.01.

107.02 CHARGES FOR INSPECTIONS BY CITY.
   (a)   Inspections. In all instances where officers or employees of the City are required to perform inspection work pursuant to the requirements of the ordinances of the City, if no other ordinance establishes a charge for the particular inspection required, then the person, firm or corporation performing the work or activity requiring the inspection shall pay the City a sum of money equal to the hourly rate of the inspector, multiplied by the number of hours devoted to the inspection, plus twenty-five percent (25%) thereof for the cost of insurance benefits and other overhead expenses, plus transportation expenses at the rate of thirty cents (30¢) per mile for each mile driven incident to the inspection.
   In all instances where the consulting engineers of the City are required to perform inspection services pursuant to the requirements of ordinances of the City or by contractual agreements between the City and the consultants, if no other ordinance specifies an amount to be charged, then the person, firm or corporation performing the work or activity requiring the inspection shall pay the City a sum of money equal to the amount of charges for the inspection as requested by the City and performed by the consultants and submitted to the City for payment.

   (b)   Payment. The charges for inspections as set forth in subsection (a) shall be paid in full to the City prior to any approval or acceptance of the work or activity by the City.
   (c)   Fund. All sums of money received by the City for inspection services as set forth herein shall be credited to the General Fund.
