(a) A reward of up to one thousand dollars ($1,000), or any part thereof depending upon the gravity of the circumstances, shall be offered to be paid to anyone who furnishes information leading to the arrest and conviction of any person or persons responsible for the malicious destruction of property, real or personal, that is owned, controlled or in the custody of the City.
(b) Upon determination by the City Administrator that information supplied has lead to the arrest and conviction of any such person or persons, the Administrator is authorized to pay such reward to anyone who has furnished such information.
