9-3-4: CONDITIONS OF PERMIT:
Permits required by this chapter shall contain conditions providing as follows:
   A.   That same may be revoked by the Village President or by an order duly passed by the Village Board and signed by the President at any time without consent of the grantee, in which case, the authority and privileges granted shall thereupon cease and terminate.
   B.   That upon the termination by revocation, expiration or otherwise of the authority, rights and privileges granted by the permit, the driveway therein authorized shall be removed and the sidewalk and parkway space where the same shall have been located shall be restored to its proper condition to the satisfaction of the Director of Public Works, so that the portion of the sidewalk and parkway space used for the driveway shall be safe for public travel and in the same condition as the remaining portion of the sidewalk and parkway space, at the sole expense of the grantee therein, without cost or expense of any kind whatsoever to the Village; provided, that in the event of the failure, neglect or refusal on the part of the grantee to remove the driveway when directed so to do, the Village may proceed to remove same and charge the expense thereof to the grantee.
