The parent or parents or legal guardian of any minor who shall allow a violation of the provisions of this chapter shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be punished by a fine of not to exceed the sum of $100 or by imprisonment not to exceed 30 days or by both such fine and imprisonment.
