The Mayor, the Director of Public Safety-Service and the Director of Finance shall constitute the Board of Control of the City. No contract involving an expenditure in excess of Five Hundred Dollars ($500.00), but less than the amount set forth in Article VII, Section 4 of this Charter shall be entered into without the prior approval of at least two (2) members of the Board of Control. The Board of Control shall keep minutes of its actions, copies of which shall be filed with the Director of Finance and maintained as public records.
