941.02 RULES AND REGULATIONS.

The Director of Public Safety-Service is hereby charged with the enforcement of the provisions of this Chapter and the Director is hereby empowered to adopt, promulgate and enforce rules and regulations necessary to carry out the intent of this Chapter. However, such rules and regulations shall not be in conflict with this Chapter or any other City ordinance.
