It is the intent and purpose of this Chapter to provide a sanitary and satisfactory method of collection and disposal of garbage, rubbish and refuse, commonly referred to as solid waste, and the maintenance of public and private property in a clean, orderly and sanitary condition for the peace, health and safety of the City.
