921.01 UNLAWFUL USE OF HYDRANT.
   No person, except an authorized agent, employee or officer of the Municipality of the Division of Water and Heat of the City of Cleveland shall open, close or interfere with any fire hydrant, valve, regulator, gate, curb cock or any other appurtenance of a water main, service pipe or other pipe apparatus, used or intended for the conducting of water, and no unauthorized person shall tap, open or make any unauthorized connection with any such water main or pipe.
   Nothing in this Section shall apply to anything done by or under authority of the Fire Division, or the taking of water from a hydrant, under and according to the terms and conditions of a permit issued by the Director of Public Safety-Service.
