The City of Rocky River is hereby subdivided into four (4) Wards, such number of Wards being equal in number to the members of the Council of the City of Rocky River to be elected from Wards. The boundaries of such Wards shall be as are set forth and established in Section 105.02, paragraphs (a), (b), (c) and (d) which boundaries are so fixed that such Wards shall be bounded, as far as practicable by streets, lot lines, avenues, public grounds, municipal corporation lines, center lines of platted streets, or railroads or Lake Erie and shall be composed of adjacent and compact territory, substantially equal in population and as further described in Exhibit "A" entitled Description of Boundaries and Exhibit "B" entitled Ward Map.
