1-3-1: CONSTRUCTION OF WORDS:
Whenever any word in any section of this code importing the plural number is used in describing or referring to any matters, parties or persons, any single matter, party or person shall be deemed to be included, although distributive words may not have been used. When any subject matter, party or person is referred to in this code by words importing the singular number only, or the masculine gender, several matters, parties or persons and females as well as males and bodies corporate shall be deemed to be included; provided, that these rules of construction shall not be applied to any section of this code which contains any express provision excluding such construction or where the subject matter or content may be repugnant thereto. The word "ordinance" contained in ordinances of the village has been changed in the content of this code to "title", "chapter", "article", "section" and/or "subsection" or words of like import for organizational clarification purposes only. Such change to the village's ordinances is not meant to amend the passage and effective dates of such original ordinances. When reference is made, in any ordinance amending this code, to the number of a section contained within any article of a chapter, the reference in the ordinance to the section shall set forth the number of the chapter followed by the letter of the article in which such section is contained, and such ordinance shall constitute a sufficient compliance with any statutory requirements pertaining to the amendment or revision by ordinance of any part of this code. Section 7-2A-1 of this code, for example, refers to section 1 contained in title 7, chapter 2, article A of this code. Any chapter divided into one or more articles shall be understood to consist of all sections that follow the chapter heading and article headings. (Ord. 02-3-8, 3-5-2002)
