For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
MANUFACTURED HOME. A factory-assembled, completely integrated structure designed for permanent habitation, with a permanent chassis, and so constructed as to permit its transport, on wheels temporarily or permanently attached to its frame, and is a movable or portable unit that is: (1) eight body feet or more in width; (2) 40 body feet or more in length; and (3) 320 or more square feet, constructed to be towed on its own chassis (comprised of frame and wheels) from the place of its construction to the location, or subsequent locations, at which it is connected to utilities for year-round occupancy for use as a permanent habitation, and designed and situated so as to permit its occupancy as a dwelling place for one or more persons, and specifically includes a MANUFACTURED HOME as defined in subdivision (53) of § 9-102 of the Uniform Commercial Code. The term shall include units containing parts that may be folded, collapsed, or telescoped when being towed and that may be expected to provide additional cubic capacity, and that are designed to be joined into one integral unit capable of being separated again into the components for repeated towing. The term excludes campers, recreational vehicles, modular homes and their support systems. The words MOBILE HOME and MANUFACTURED HOME are synonymous for the purposes of this chapter.
TRAILER COACH. Any vehicle or similar portable structure constructed so as to permit its being used as a conveyance on a public street and so as to permit the occupancy thereof as a dwelling by one or more persons.
TRAILER PARK or MOBILE HOME PARK. An area of land on which two or more mobile homes are harbored, either free of charge or for revenue, together with any building structure or enclosure used as part of the equipment of such park.

(A) It shall be unlawful to establish, maintain or operate any trailer park or mobile home park in the municipality without first having obtained a license therefor. Application for such licenses shall be made in writing to the Village Clerk and shall contain the name of the applicant, the location of the proposed park and the number of mobile homes to be accommodated. Whenever the number of such accommodations is increased, this shall be reported to the Village Clerk.
(B) Each such application shall be accompanied by a plat or sketch showing the size and location of all buildings and structures.
(C) The annual fee for such licenses shall be $50.

(A) No such license shall be issued to any but a person of good character, nor to any corporation if any officer thereof is not a person of good character.
(B) It shall be unlawful to hire or keep as manager, superintendent, or person in charge of a trailer park or mobile home any person who is not a person of good character, or any person who has been convicted of a felony.

Each trailer park or mobile home park, while operated, shall at all times have a responsible attendant or caretaker be in charge of said park, who shall be responsible, with the licensee, for compliance with the provisions of this chapter relating to the conduct of such parks.

(A) Each mobile home shall be allotted a site of not less than 1,000 square feet. No mobile home shall be parked closer than five feet to the side lot lines of a trailer park or mobile home park, if the abutting property is improved property, or closer than ten feet to a public street, alley, or building. Each individual mobile home site shall abut or face a driveway or clear unoccupied space of not less than 20 feet in width, which space shall have unobstructed access to a public highway or alley. There shall be an open space of at least ten feet between the sides of every mobile home and at least five feet between the ends of every mobile home.
(B) Off street parking area. Every licensee of a manufactured home park shall provide for an off-street parking area of 400 square feet. The parking area must be paved or rocked with a minimum four inch base.
(C) Fire extinguisher. All manufactured housing units located in the village shall be equipped with a fire extinguishing apparatus capable of extinguishing all types of fires. Such extinguishers shall be of sufficient size so that they will reasonably protect the manufactured housing units. All fire extinguishers shall be approved by the Fire Chief or his or her designated representative prior to installation.
