1153.06 BUSINESS DISTRICTS.
   Business districts are established to meet the purposes set forth in Section 1153.07 to 1153.09, inclusive.
1153.07 SERVICE BUSINESS DISTRICT (B-1).
   The purpose of the service business district is to provide land for sales, service and repair establishments which require highway orientation or large tracts of land not normally available in central and local business districts; do not contribute to the design of a unified business center, depend on drive-in business; and require a location along or near major thoroughfares and intersections. Major retail and office businesses and residential are permitted as a conditional use. Other commercial and industrial development may be introduced under the planned unit development approach. Central water and sewer facilities are required.
1153.08 LOCAL BUSINESS DISTRICT (B-2).
   The purpose of the local business district is to provide land for retail and personal service establishments offering convenience-type goods and services for the daily needs of the people. Residential single-family, and light manufacturing are permitted as conditional uses, and under planned unit development. Central water and sewer facilities are required.
1153.09 CENTRAL BUSINESS DISTRICT (B-3).
   The purpose of the central business districts is to provide land for retail, service, office, institutional, commercial, recreational and cultural facilities that are fully compatible in an intensely developed or developing commercial center and for a logical expansion of the compacted core. Single and multi-family housing is permitted. Manufacturing is permitted as a conditional use. Central and sewer facilities are required.
1153.10 MANUFACTURING DISTRICTS.
   The manufacturing district is established to meet the purposes set forth in Section 1153.11.
1153.11 LIGHT MANUFACTURING DISTRICTS (M-1).
   The purpose of the light manufacturing district is to provide land for manufacturing and industrial establishments which are clean, quiet and free of hazardous and objectionable elements such as noise, odor, dust, smoke, etc., operate mostly within enclosed structures; and generate little industrial traffic. Heavy manufacturing is permitted as a conditional use. Commercial activities compatible with light manufacturing uses are permitted, other commercial development is prohibited unless introduced under the planned unit development approach. Central water and sewer facilities are required.
