§ 165.099 GENERAL COMMERCIAL (GC) DISTRICT.
   (A)   GC District intent, permitted uses and special exception uses.
      (1)   District intent. The GC (General Commercial) District is intended to be used as follows.
         (a)   Use type and intensity. Moderate intensity commercial and office uses.
         (b)   Application of GC District.
            1.   Existing and new development; and
            2.   Small to medium area zoning.
         (c)   Development standards.
            1.   Require moderate development standards to minimize impacts on adjacent properties while encouraging economic vitality; and
            2.   Minimize light, noise, water and air pollution.
         (d)   Appropriate adjacent zoning districts. PR, AG, M2, IS, NC, LC, GC, OC, HC, EP, I1 and I2.
         (e)   Plan Commission. Use the GC District for existing developments and carefully for new commercial development.
         (f)   Board of Zoning Appeals.
            1.   Allow a special exception use only when it is compatible with the surrounding areas; and
            2.   Be sensitive to aesthetics and the potential for light pollution, noise pollution, pedestrian safety and vehicular safety.
      (2)   Permitted uses.
         (a)   Accessory permitted uses. Small wind turbine system.
         (b)   Commercial permitted uses.
            1.   Amusement center;
            2.   Automobile oriented business;
            3.   Bank machine/ATM;
            4.   Banquet hall;
            5.   Bar/tavern;
            6.   Barber/beauty shop;
            7.   Billiard/arcade room;
            8.   Bowling alley;
            9.   Broadcast studio;
            10.   Club or lodge;
            11.   Coffee shop;
            12.   Coin laundry;
            13.   Commercial training facility or school;
            14.   Dance/night club;
            15.   Day care;
            16.   Delicatessen;
            17.   Fitness center/health club;
            18.   Funeral home or mortuary;
            19.   Gas station;
            20.   Health spa/day spa;
            21.   Hotel/motel;
            22.   Ice cream shop;
            23.   Micro-brewery;
            24.   Micro-distillery;
            25.   Miniature golf;
            26.   Movie theater;
            27.   Office, construction trade;
            28.   Office, design services;
            29.   Office, financial;
            30.   Office, general services;

         (c)   Institutional permitted uses.
            1.   Community center;
            2.   Government office;
            3.   Government operations (non- office);
            4.   Police or fire station;
            5.   Rescue station; and
            6.   Trade or business school.
      (3)   Special exception uses.
         (a)   Accessory special exception uses. Large wind turbine system.
         (b)   Commercial special exception uses.
            1.   Country club;
            2.   Kennel (commercial);
            3.   Shooting range (indoor);
            4.   Sports complex (outdoor); and
            5.   Waterpark.
      (4)   Institutional special exception uses. Recycling collection point.

   (B)   GC District development standards.
      (1)   Lots.
 
         (a)   Minimum lot area. Five thousand square feet.
         (b)   Minimum lot width. Fifty feet.
         (c)   Sewer and water. Sanitary sewer and water utility required.
      (2)   Setbacks.
 
         (a)   Minimum front yard setback. Twenty-five feet for primary and accessory structures.
         (b)   Minimum side yard setback. Fifteen feet of aggregate setback for primary and accessory structures, with a five-foot minimum setback for any one side yard.
         (c)   Minimum rear yard setback. Thirty-five feet for primary and accessory structures.
      (3)   Lot coverage.
 
         (a)   Maximum lot coverage. Eight percent of lot area.
         (b)   Minimum main floor area. One thousand square feet.
         (c)   Maximum primary structures. No limit.
      (4)   Maximum structure height.
 
         (a)   Forty feet for primary structure; and
         (c)   Twenty-five feet for accessory structure.
