(A) LC District intent, permitted uses and special exception uses.
(1) District intent. The LC (Limited Commercial) District is intended to be used as follows.
(a) Use type and intensity. Low intensity commercial uses.
(b) Application of LC District.
1. Existing and new development;
2. Buffer district or transitional zoning district; and
3. Small area zoning.
(c) Development standards.
1. Require development standards to minimize impacts on adjacent residential properties while encouraging economic vitality;
2. Strive for most parking to be on side and rear of primary structure; and
3. Minimize light, noise, water and air pollution.
(d) Appropriate adjacent zoning districts. PR, AG, R3, UR, M1, M2, MP, UV, IS, NC, LC, GC, OC, HC and EP.
(e) Plan Commission. Use the LC District for existing developments and carefully for new commercial development.
(f) Board of Zoning Appeals.
1. Allow a special exception use only when it is compatible with the surrounding areas; and
2. Be sensitive to aesthetics and the potential for light pollution, noise pollution, pedestrian safety and vehicular safety.
(2) Permitted uses.
(a) Accessory permitted uses. Small wind turbine system.
(b) Commercial permitted uses.
1. Bank machine/ATM;
2. Barber/beauty shop;
3. Club or lodge;
4. Coffee shop;
5. Day care;
6. Delicatessen;
7. Fitness center/health club;
8. Gas station;
9. Health spa/day spa;
10. Ice cream shop;
11. Office, financial;
12. Office, general services;
13. Photography studio;
14. Recreation center/play center;
15. Retail (Type 1), very low intensity;
16. Retail (Type 2), low intensity;
17. Sexually-oriented retail business;
18. Studio arts;
19. Tailor/pressing shop; and
20. Tanning salon.
(c) Institutional permitted uses. Police or fire station.
(3) Special exception uses.
(a) Accessory special exception uses. Large wind turbine system.
(b) Institutional special exception uses. Recycling collection point.
(c) Residential special exception uses. Dwelling unit (upper floors).

(B) LC District development standards.
(1) Lots.
(a) Minimum lot area. Five thousand square feet.
(b) Minimum lot width. Fifty feet.
(c) Sewer and water. Sanitary sewer and water utility required.
(2) Setbacks.
(a) Minimum front yard setback.
1. Ten feet for primary and accessory structures; and
2. Five feet for parking lots.
(b) Minimum side yard setback. Ten feet for primary and accessory structures.
(c) Minimum rear yard setback. Ten feet for primary and accessory structures.
(3) Lot coverage.
(a) Maximum lot coverage. Seventy percent of lot area.
(b) Minimum main floor area. One thousand square feet.
(c) Minimum dwelling unit size. Seven hundred square feet with an average of 900 square feet.
(d) Maximum primary structures. Five per lot.
(4) Maximum structure height.
(a) Thirty-five feet for primary structure; and
(b) Twenty feet for accessory structure.
