3-6-4: STANDARDS FOR TOURIST LODGING:
Each tourist lodging unit subject to this Section shall comply with all applicable Village, county, state, and federal laws, and the following minimum requirements:
   A.   Not less than one (1) bathroom for every six (6) occupants.
   B.   Not less than one hundred fifty (150) square feet of floor space for the first occupant thereof and at least an additional one hundred (100) square feet of floor space for every additional occupant thereof. The maximum occupancy for any premises without a separate enclosed bedroom is two (2) persons. The floor space shall be calculated on the basis of total habitable room area. Floor space is determined using interior measurements of each room. Floor space does not include kitchens, bathrooms, closets, garages, or rooms not meeting Uniform Dwelling Code requirements for occupancy.
   C.   Each unit shall have a safe, unobstructed means of egress leading to a safe, open space at ground level. The egress shall be continuously maintained free of all obstructions or impediments to full and instant use in the case of fire or other emergency. If a room does not meet this qualification, the unit shall not be used for sleeping accommodations and a sign shall be posted notifying occupants that the room shall not be used for sleeping due to lack of safe egress. Escape routes shall be posted unless the room has a direct exit to the outside.
   D.   At least one on-site off-street parking stall shall be provided for each bedroom.
   E.   Traffic conditions in the neighborhood shall not be adversely impacted by the tourist lodging establishment, including, but not limited to access to the property, traffic generated by the use, or any other incidental use of the property.
   F.   Functional smoke detectors and carbon monoxide detectors in accordance with the requirements of Chapters SPS 321 and SPS 328 of the Wisconsin Administrative Code, and all other safety devices and/or systems required by law.
   G.   There shall be no accessible wood or solid fuel burning stove or fireplace onsite unless the Owner provides a certificate from a properly licensed commercial building inspector or fire inspector, not more than thirty (30) days prior to submission, certifying that the fireplace and chimney have been inspected and are in compliance with National Fire Prevention Associated Fire Code Chapter 211 Standard for Chimneys, Fireplaces, Vents, and Solid Fuel-Burning Appliances. Instructions for use of the stove or fireplace must be prominently displayed.
   H.   A minimum of one (1) 2A 10:BC fire extinguishers shall be available and maintained on an annual basis. If the extinguisher is not readily visible, one or more signs shall be posted indicating the location of the extinguisher.
   I.   No hibachi, gas-fired grill, charcoal grill, or other similar device used for cooking, heating, or any other purpose is allowed on any balcony, deck, or under the overhang of a structure or within ten (10) feet of any structure.
   J.   Obtain and maintain liability insurance against claims of personal injury and property damage for tourist rooming house rentals.
   K.   The Owner and Manager shall be current in the payment of all taxes, fees, penalties or forfeitures owed to the Village, owing to any local governmental entity. All real estate taxes on the Tourist Lodging Property shall be current.
   L.   The following licenses and permits are required:
      1.   Conditional Use Permit issued by the Village of Reedsville if applicable;
      2.   State of Wisconsin Tourist Rooming House License;
      3.   Seller’s Permit;
      4.   Manitowoc County Health Department permit.
   M.   Any non-Wisconsin resident Owner shall appoint a Resident Agent to be licensed under this Section.
   N.   LICENSE. No person shall operate a tourist rooming house without first obtaining a non-prorated Tourist Rooming House license from the Village. Such licenses shall expire on December 31 of each year following issuance. The license shall only apply to the location licensed and is not transferable to a different location. The license is not transferable from one operator to another. The license shall be on display at all times onsite in a conspicuous public place.
   O.   Certification of Compliance signed by the Property Manager certifying that each managed property is in compliance with the terms and conditions of the license and this Chapter. (Ord. 2023-01, 3-9-2023)
