It shall be unlawful for any person to commence excavation for or construction of any building or structure, or structural changes in any existing building or structure without first obtaining a building permit from the village clerk. No permit shall be issued for the construction, alteration or remodeling of any building or structure until application has been submitted in accordance with the provisions of this title, showing that the construction proposed is in compliance with the provisions of this title and other regulations of the village.
