In addition to any other penalty imposed by this chapter for a violation, the costs of abating a public nuisance shall be paid by the owner, occupant or person causing, permitting or maintaining the nuisance within thirty (30) days of notice thereof. If notice to abate the nuisance has been provided to the owner, and if the costs of abatement have not been paid, such costs shall be a lien against the real estate according to law.
