The owners or occupants of any property within the village shall at all times keep the same in a clean and sanitary condition and free from filth of all descriptions whatever, and from foul odors which might generate or spread disease, germs and contaminate the ground, air and water of the place under control of said owner or occupant or of the premises joining the same.
