Upon payment to the village treasurer of the above named sum, the village treasurer shall issue to such person a license to keep such dog or cat, which license shall not be issued for a lesser period than one year, and such person shall, upon presenting or procuring the license aforesaid, place upon the dog or cat a collar with a tag, such tag to be furnished by the village treasurer.
