4-1-1: REGISTRATION REQUIRED:
No person shall operate a bicycle or any similar wheeled vehicle upon any street or public way within the village unless the bicycle shall first have been registered by the owner and properly licensed or tagged as herein provided. (1968 Code § 5.01)
