Any person who has a bona fide controversy with the Building Commissioner and whose rights have been materially affected by any decision of the Commissioner in the issuance or denial of a permit as provided in this chapter, or in the administration of the provisions of this chapter, shall have the right to appeal first to the Board of Zoning Appeals, then to Council and then to the Court of Common Pleas of Hamilton County on the grounds that such decision was unreasonable or unlawful. The Board, Council and/or the Court may affirm, reverse, vacate or modify the decision complained of in the appeal.
