In addition to the requirements of § 1062.01(A), no permit for a festival in a city park shall be issued unless and until the organization requesting the permit agrees to employ an off-duty police officer of the city or other duly sworn/commissioned policemen, for and during the times the proposed festival is to be conducted, without cost to the city. The officer so employed shall have the power to cite and/or arrest persons at such festival who are violating or have violated any of the ordinances of the city or the rules, regulations and/or laws of the state governing the sale, gift, other disposition or consumption of beer, liquor and other alcoholic beverages.
