§ 872.03 SOLICITING PASSENGERS; LICENSE FEE.
   (A)   No person, either as owner, agent, employee, driver or lessee, shall operate or permit to be operated a courtesy vehicle, limousine, shuttle or taxicab, or shall proffer the services of such taxicab as a public vehicle by solicitation by voice, sign, public advertisement, light or otherwise, unless the proper license has been issued to the owner or operator thereof and is in force.
   (B)   Every license shall expire on December 31 of the year for which it is issued. License fees for each limousine, shuttle or taxicab shall be payable to the municipality in the amount of $30, except that if a license is issued on or after July 1 of any year, the fee therefor shall be one-half the annual fee. Licenses shall be transferable.
   (C)   Limousine/courtesy vehicles or shuttles shall not solicit passengers on the street or public places except in designated limousine, courtesy or shuttle stands nor stand in any taxicab stand.
   (D)   A willful violation of the provisions of this section shall cause the license of the owner to be canceled forthwith, and no other taxicab operator's license shall thereafter be issued to him.
